Alexander Glushkin, a resident of St. Petersburg and a former cable armourer at the Morozov Plant, participated in the 2009 elections for the Council of Deputies of the Morozovsky Urban Settlement, a municipal district, as a candidate from the local branch of the Communist Party of the Russian Federation (CPRF). In May 2024, a criminal case was initiated against him for allegedly spreading deliberately false information about the Russian Armed Forces. He was placed under a recognisance not to leave and ordered to undergo a psychiatric examination.
In the summer, Glushkin was put on a regional wanted list—apparently, he had not been admitted to the hospital for examination as required—and after being detained, he was placed in custody. He remained in custody for about a month before being transferred to a medical institution for further evaluation.
