On April 21, 2023, he rudely shouted at a boy wearing a hat with the letter Z. In the video that captured the incident, Neustroev explains his behaviour by the fact that the boy wore the hat in hot weather. The child's mother filed a complaint with the police. On April 24, the man was detained with the participation of OMON, which was explained by the need to "exclude possible armed resistance". Telegram channel Mash published a video of the Ekaterinburg resident apologising. Initially, he was charged with petty hooliganism (part 1 of Article 20.1 of the Administrative Code), but then the administrative charges were dismissed in connection with the initiation of criminal proceedings. On August 9, 2023, the court dismissed the case, obliging Neustroev to pay a judicial fine of 7 thousand rubles.
However, after the intervention of the General Prosecutor's Office, the Seventh Cassation Court decided to reconsider the case. In October 2023, it came back to the Leninsky District Court of Ekaterinburg, but then it was sent for a new investigation to the IC. During the next review, the prosecutor doubted the objectivity of the Leninsky court (the mother of the affected schoolboy had previously worked there) and demanded that it be transferred to the Oktyabrsky court, which sentenced Neustroev to three years in a penal colony on June 10, 2024.
