On 14 February 2019, a criminal case was initiated against Vorobyov on high treason, preparation for the export of materials for the creation of delivery vehicles for weapons of mass destruction, and attempted smuggling of equipment for the creation of military equipment. The scientist was taken into custody. On 23 April 2021, Vorobyov was sentenced to 20 years in a strict regime penal colony and a fine of one million rubles.
