A resident of Kostroma. In July 2018, authorities searched Terebilov’s residence in his absence. In June 2019, it was revealed that criminal proceedings had been initiated against him for participating in the activities of the Jehovah’s Witnesses community, which the authorities classified as an extremist organisation. Members of this community are prosecuted under extremist laws solely for engaging in religious activities: meetings, joint worship services, attracting new supporters.

Terebilov was given a recognizance not to leave the country.

On 6 September 2021 he was sentenced to three years in a strict regime penal colony and taken into custody in the courtroom. The strict regime was due to his prior criminal record. According to Terebilov, he came to faith while imprisoned in a previous case, and the prison administration applied for his early release.

In 2023, reports emerged of a new case against Terebilov for participation in the activities of an extremist organisation, based on conversations about faith with a cellmate. On 23 January 2025, he was sentenced to five years and five days in a strict regime penal colony. On 28 May 2025, the court reduced the sentence by two months on appeal.
