Resident of Bashkortostan, father of eight underage children, his wife has been diagnosed with cancer.
On January 23, 2024 he was taken into custody on charges of participation in mass riots in connection with the mass gathering on January 17, in Baymak (Bashkortostan) on the day of sentencing of activist Fail Alsynov. Before that, he was sentenced under the administrative article on disobedience to the lawful demands of a police officer (Article 19.3 of the Code of Administrative Offences). On January 30, when the appeal court was approving the measure of restraint for the man, it became known that he was also charged with organisation of mass riots and use of violence against a representative of the authorities. When his case came to the court for substantive consideration, the charge of organising mass riots was no longer there. On July 18, 2024, Ulyabayev was sentenced to five years in a general regime colony.
