Chairman of the Ryazan branch of the Yabloko party, deputy of the Council of Deputies of Dubrovichi rural settlement of the Ryazan district, editor-in-chief of the local publication 'Vid sboku"("View from the side"). On January 31st 2025 he was detained in a case of extortion of 300 thousand rubles from the general director of a specialised commercial organisation in the Ryazan region. The Yabloko party called Smirnov's prosecution a revenge for their campaign against the abolition of local self-government in the region. The activist was detained.
