A resident of Moscow, an employee of an oncology centre. On 18 April 2024, police came to his home for inspection. Mokhnenko and his wife were forced to lie face down onto the floor in handcuffs, he was also tortured with a stun gun. They were also forced to "say all sorts of things" while being filmed. Ukrainian flags and other symbols were found in the flat. After the inspection, they both were detained for 15 days under the administrative article on disobedience to the lawful order of a government official (Article 19.3 of the Code of Administrative Offences). After the expiry of the term, Mokhnenko's wife was released, and he was once again detained for another 15 days under the administrative article on petty hooliganism (Article 20.1 of the CAO). On 18 May, when Mokhnenko was to be released, he was arrested on the charges of public justification of terrorism and incitement to hatred.
